Governance FRAMEWORK
The Biathlon Governance Framework is a set of requirements for National Federations (NFs). It was created to enhance governance standards across biathlon. These standards have been defined in the Framework to make biathlon a safe place for all, and to ensure transparency, accountability and ethical conduct for NFs. This will improve the biathlon environment and mean that NFs can be trusted by athletes and other stakeholders and partners.
The Framework has been created by the Biathlon Integrity Unit (BIU), in collaboration with the International Biathlon Union (IBU). The Framework is a mechanism for NFs to show their on-going compliance with the IBU Constitution. The IBU Constitution emphasises that a fundamental purpose of NFs is to protect the integrity of biathlon, including by implementing the highest standards of good governance. The Framework has been developed in line with the IBU Target 2030 aims outlined above, with a focus on prioritising NF governance and integrity.

The aim of the Framework is to ensure that NFs are aware of their governance responsibilities within biathlon, and that the support is provided from the BIU in order to implement this. Improving governance standards across the whole of biathlon ensures that the sport thrives and all within the biathlon family are part of a safe and fair environment.
What are the benefits?
The Biathlon Governance Framework is here is support all NFs implement high governance standards. This can lead to improved NF functions, increased trust from athletes and other stakeholders, and enhance attractiveness to commercial partners, increasing NF revenue. The Framework helps NFs to take the steps needed to implement high governance standards. Adhering to the framework shows that NFs take their governance responsibilities seriously, which will aid reputation and increase trust. This Framework also equips NFs with the knowledge and resources to implement high governance standards, ensuring each NF is operating effectively, efficiently and ethically, and in the best interests of athletes, members and biathlon.
