Name: Lucie Rothauer

Lucie, who is Austrian, has long experience of sport and of interacting with athletes, both as an elite athlete herself, and then as an administrator. Her role at the BIU involves overseeing Education, Safeguarding and Communications functions, as well as Anti-Doping Coordination

Her specific expertise is Anti-Doping, and her work in the field includes cooperation with NADOs, laboratories, WADA and other Anti-Doping stakeholders. This work is facilitated by her ability to speak four languages fluently: English, German, Swedish and Czech.

Previously she worked on both of Salzburg’s bids to host the Winter Olympic Games, in 2010 and 2014, and before that she worked for Fischer, the well-known Austrian ski brand.

As an athlete, Lucie was world champion in the sport of Orienteering. She also practises Alpine Skiing, Ski Mountaineering and Cross-Country Skiing. Lucie holds a Masters in Geography and, at IBU events, is most likely to be found at the Doping Control Station, at the start / finish area or at the Family Club.


 
Name: Katharina Gatterer
BIU job title: Safeguarding and Education Officer

Katharina, who is Italian, provides information and education in relation to integrity-related issues to all stakeholders, including athletes, athlete support personnel and National Federations, on behalf of the BIU.

She also acts as the first point of contact in all Safeguarding matters.

Previously, Katharina was a senior university scientist, with experience in anti-doping research, focusing on doping prevention for adolescent elite athletes, as well as the evaluation of doping prevention programmes. Katharina holds a Masters degree in Physical Education and English (Secondary School Teacher Training) and has completed a PhD in ‘Sports Medicine, Alpine Medicine and Health Tourism’, in which her thesis focused on the status quo and the perception of anti-doping prevention of young elite athletes competing in the Youth Olympic Games and European Youth Olympic Festival.

At IBU events she is most likely to be found at educational booths or seminars, and her own sporting interests include Soccer, Cycling (Road and MTB) and Ski Mountaineering.


 
Name: Julia Cook
BIU job title: Governance coordinator

Julia, from Great Britain, is responsible for governance issues at the BIU, including: the creation and implementation of the Biathlon Governance Framework; supporting NFs with governance issues (rules, policies, processes, education etc); and working to enhance governance standards across biathlon.

She is also Chair of the NF Governance Working Group, a member of the DEI Working Group and the BIU’s Para lead.

Julia’s experience includes acting as an anti-doping education consultant at the International Testing Agency and a role as an anti-doping lead for an NF in the UK, and she was formerly an academic (researcher and lecturer) in the field of sports ethics, integrity and governance and a sports journalist, including at the 2021 Olympic and Paralympic Games in Tokyo. She holds a PhD in sports ethics, in which her thesis focused on how intelligence and investigations are used to uncover sports integrity issues.

A former athlete in skeleton and athletics, and she now enjoys participating in running, gym, pilates, yoga and hiking.


 
Name: Tanja Ketola
BIU job title: Anti-Doping Coordinator

Tanja’s role as an Anti-Doping Coordinator at the BIU involves: planning, managing and coordinating testing programmes; designing and implementing Test Distribution Plans; providing support for onsite anti-doping operations at major events; liaising and coordinating with other stakeholders involved in the programmes; and taking part in anti-doping educational initiatives.

Tanja, who is Finnish, was previously a Doping Control Coordinator for five years at FINCIS, the Finnish Centre for Integrity in Sports, and before that a Doping Control Officer (DCO) for four years.

Her qualifications include a Master of Sports from the University of Jyväskylä and a Bachelor of Sports from Arcada University of applied sciences.

At biathlon events she is most likely to be found at the doping control station or finish area.

Her own sporting background includes dance, basketball, football, snowboarding and hiking.

 


 
Name: John Domachi
BIU job title: Doping Control Officer

John, a former police detective from Great Britian, is a highly experienced International Doping Control officer (IDCO). He has been involved with the BIU since 2022 and has attended many major international events including three Olympic Games.

John’s previous police work means that he brings valuable expertise in assisting the BIU’s Investigation Team.

John believes firmly in ‘Clean Sport’, arguing that all Biathletes should compete on a level playing field, meaning that success for everyone should come only with the equivalent and appropriate effort.

 


 
Name: Fiona Langlois
BIU job title: Investigator

As an investigator, Fiona, who is French, is dedicated to gathering, analysing, and evaluating information to uncover facts and support decision-making. BIU investigators respond to integrity-related cases as they arise but also collect intelligence to identify potential risks and prevent wrongdoing.

Fiona holds a Master’s degree in Crime Analysis and is also in the process of completing a PhD in Criminology at the School of Criminal Justice – UNIL, including a thesis on the modus operandi of those involved in match-fixing in professional football.

As such, she has collaborated with the Council of Europe on the Database on Alleged Cases on Corruption in Sports – DACCS (management, analysis and coordination) and with UEFA as coordinator of the Fight the Fix programme, a training course specifically designed for investigators in the field of sport.

Fiona’s own sporting interests include shooting, fitness and swimming.

 


 
Name: Jeremy Hope

Jeremy, from Great Britain, is an experienced Integrity Investigator specialising in protecting the integrity of international biathlon through intelligence-led investigations.

His role at the BIU includes: leading and supporting investigations into alleged breaches of IBU integrity rules; gathering, assessing, and developing intelligence from multiple sources to support proactive and reactive investigations; preparing comprehensive case files and reports for disciplinary proceedings and hearings; and collaborating with international federations, WADA, National Anti-Doping Organisations, and law enforcement agencies.

Previously, Jeremy spent 29 years in policing and law enforcement, working with both national and international law enforcement agencies.

Jeremy is a passionate supporter and spectator of a wide range of sports, with a strong interest in contributing to local clubs and leagues through voluntary involvement.

 


 
Name: Steve Cooney

Stephen’s role as a Cadre Investigator is both proactive and reactive, and the range of his investigations includes: substance misuse; corruption; safeguarding issues; competition manipulation; and noncompliance with codes of conduct or the constitution.

Stephen previously served as a detective in numerous British investigation departments, including: criminal investigation departments, within cities and towns; national investigation teams; and corporate investigation in the private sector.

At biathlon events he’s most likely to be found in the range area, the testing office or the family room.

Stephen’s own sporting interests include running, swimming, cycling, triathlon and golf.

 


 
Name: Lucas Harrati
BIU job title: Unit Lawyer

Lucas is responsible for handling Whereabouts failures cases, along with regulatory and governance matters, in consultation with the Head of the BIU. He also gives legal advice on various others matters.

A French national, he was previously Ad Hoc Clerk at the International Paralympic Committee and a Research Assistant at the University of Montreal.

He qualified at the Quebec Bar in 2022, having taken a LL.M in International Law at the University of Montreal in 2021 and a licence en droit (the equivalent of an LL.B) at Université Toulouse I-Capitole in 2018.

In his spare time, Lucas is a marathon runner.
